MINUTES
The meeting of the Capital Outlay Committee was held at 6:30 pm in the Selectmen's Meeting room and was called to order at 6:30 p.m. by Chair Paul Linehan.

1. Administrative Items
Chair Linehan asked the Capital Outlay Committee members to introduce themselves.
Approval of January 26, 2012 Minutes
VOTED: (5-0-0) Voted unanimously to accept the meeting minutes of January 26, 2012
2. Sacred Heart Re-Use Capital Request
Sacred Heart Reuse Committee (SHRC) member, Carl Gladstone, came before the Capital Outlay Committee, to request Capital money for demolition of the Sacred Heart Building at a cost of $300,000. The SHRC is looking to take down the building and develop something in its place. Mr. Gladstone stated that a RFP had been sent out re Sacred Heart. Having the building still up may have been a detriment.
Town Engineer, Peter O’Cain, informed the Committee that there are no exterior or underground tanks on the Sacred Heart property.
In order to be bondable there has to be a net asset, therefore, it would have to be a cash pay-down. We cannot bond for the demolition.
Corey Snow, Chair of the Community Preservation Committee (CPC) stated that funding could be available from the Community Preservation Committee if: 1. acquisition, creation and preservation of open space or 2. creation and preservation of land for recreational use. CPC funds have been used in the past for demolition and Sacred Heart does qualify for demolition. This looks good for outdoor recreational purposes. The Sacred Heart Reuse Committee should make a formal request to the CPC.
3. Options for Replacement of DPW Office Trailer
Town Engineer, Peter O’Cain, explained that the need for trailer replacement arises out of the lack of space in the current trailer and DPW offices, the loss of space in the upper DPW garage, poor condition of existing office trailer and the requirement that storage trailers at the rear of the DPW yard be removed to make way for the new steel vehicle storage building. We are in need for a place to meet with contractors, consultants and development applicants to lay out plans and storage for same.
Mr. O’Cain quoted the following: Trailer size 12’x60’ $59,488 and
24’x60’ $104,881. DPW would prefer the larger size trailer but would be pleased with either. Official request would be about $110,000 for a few incidentals plus electrical connections.
4. Capital Deliberations and Voting
This item has been deferred until the March 8, 2012 meeting.
